You should wait at least until they are a week old, but you can't keep them out very long. It seems strange that the hamster would be sweating as I don't believe they have sweat glands and would be panting instead. How hot is it in the room they are in? I hope you aren't adding any extra heat and also you need to make sure the cage lid has air holes. If the room is too hot for you make sure to keep the temp a little lower, the babies may dehydrate. You might be able to put a shallow dish of water in the cage to keep moisture in the air to help them out, but once the babies start running around take it out or they may drown in it.
