HB 258 would add Howard County to the list of counties—currently including Anne Arundel, Baltimore, Montgomery and Prince Georges counties—that prohibit the use, setting, placement and maintenance of steel-jawed leghold traps. This legislation has already been passed by the house and is now being considered by the Senate Education, Health, and Environmental Affairs Committee. Steel-jawed leghold traps cause excruciating pain not only to wildlife but also to “nontarget” animals, including dogs and cats. There is no defensible reason for the use of these cruel and inhumane traps.
