Im not sure amanda.. Unless the collar was rubbing on the dogs neck and makeing it red

It appears the dog is on a groomer's table and that she had just been clipped. I've never had any dog's that needed to go to groomer's so do not know how closely they clip that area, but it looks like a very recent shaving to me.

The face and ears have a pinkish tint too, so looks to me like it's probably just pink-hued skin showing under the short white hair.

It looks she is on the groomer table and maybe the collar was rubbing her neck. It doesn't look good to me.

Uh heh, I assumed it was from having that stupid collar on like that for hours on end. :(
