Abeer, how long have you had your shepherd pup? Is he new to your home?
He needs to be socialized with other pets as soon as possible.
Do you have someone who can help you work with him?
He needs to be introduced to the cats, but he needs to be under control, so as to not harm the cats in the process. Let us know what your situation is on being able to work with him and that will help on figuring a way to to go about training him.

Abeer-I understand completely what you are going through. Look at my thread-"New Beagle Terrorizing My Cat" and see if any of that will help you out. I have a German Shephard also,, but he is great with the cat. It does help if you have someone to help with the socialization process but I am really having to try to do that on my own, also. My husband is really upset about how Josie, my Beagle, runs after Pooh-Kitty, our cat, but he is away from home so much, long commute to work & such, that I need to do it alone. Check our the Beagle.Cat thread & see if any of that will help. Good luck & I hope that you can do something about the situation. Before I got married, I lived in my house with three dogsthe German Shephard, a Black Lab-who we still have and a Golden Retriever-gone to Dog Heaven! and three cats-they all got along with each other great. It can be done. Good luck. Keep us posted & I'll be thinking of you & your situation. Book Fairy
