Well it's not my board , But i do know about webmastering etc etc ..
Anyways .. It's not really html you need a script to make a forum like this and it's not cheap hehe .. Try looking it up on google.com look for " vBulletin " , After you get the script .. and have it installed etc on your server . You will be able to control everything from one admin. :)
