I was wondering what is the best insurance to get for my miniature schanuzer... shes 5 months..

I bought VPI Pet insurance in February 2009 for my Bichon. But on April 23, he was running in the front yard, few minutes later accident happened, we heard his crying, we don't know what's wrong with him. And the next day I call in the vet hospital to check, the doctor diganois was craniel cruciate ligament (CCL), he only 4 yeas old, doctor suggested the best way to cure is surgery. When I claimed the expense (fees for diagnosis, pain relief, x-ray) to VPI, they denied it. They said "the expense is denied because the diagnosis , medical management or surgical correction of anterior cruciate ligament (ACL) damange or rupture to your pet that occurs during the first 12 calendar months this policy is excluded from coverage. Please see the Exclusions section of your policy".
How do I know my dog will got cruciate ligament rupture few months after the policy effective? it is accident, they do on their websit: Whether they’re puppies or mature dogs, our canine companions need quality care to stay healthy. Manage veterinary costs with coverage for:
Accidents
Surgeries
Prescriptions
And more!
BUT they do indicate ACL that they DO NOT cover by accident or chronic illness
But anyway, still have lots of things are NOT on the website.
Look how luckly we are, my dog & I got this pet insurance experience by accident!!!::
I don't want this happen, he walks by his 3 legs now. If I can to think ahead that what will happens or won't happens , I won't buy it from them!

I'm partial to Embrace though I think there are a number of good companies.
