It is very foggy looking but when i scrape off the white cloudy stuff on the glass, it's clear. i don't want to do it too hard, because what if too much debree gets floating around in the tank? do i just net it out?

One thing you might try is when you clean the whole tank use vinager diluted with some water and a scrubber, like when you take all the fish out dump all the water out and scrub with the vinager solution. Then rinse before filling it back up. Hopefully that'll help.

yes, never change out all the water! unless the tank is around 2.5 gallons or less..
Walmart has those blue scrubbers on a stick, I use that, and if its floating around, you can net it out, but your filter should take care of it :)

Use a sponge.

drain the tank, and wipe down with paper towels.
sometimes i do 100% water changes on larger tanks, but it really should be done by peoiple who know how and what they are doing.
