My tube is really dirty the water is barely coming out ...I heard you can use baking sode or vinegar or bleach.....which one is the best to use so the chemical wont hurt my African Chihlid later.

not sure what u are referring to,
the intake to the filter? water changing tube? UGF tube?
generally i never would use anything for it, just buy a brush and snake it though, but it would be good to know what tube u are talking about.

The water tube one taht goes into the filter n one that goes out that shoots the water back into the tank.

guessing it is a hob filter, so all u have to do is remove the intake tube, run it under water and brush it. for the filter itself, change the filter media and take apart the inside and wash it, and use a paper towel to clean it,
u dont need to use chemicals.

its a canister filter with two tube all outside the tank. those tube are like 5 ft long .

i have one like that to, a ehiem pro 2,
but anyway, u can just run water though it,
but there really shouldn't be anything stuck in the pipes, ur filter sounds full, i would change the media.

could be easier to replace...it is a lot of mucking around....most pet stores have tubing and it costs very little per metre/foot...just a thought...I personally would replace rather then try cleaning the tubes...take a piece into your local pet store and Im sure they should be able to match it up with new tubing

really a canister filter should be powerful enough to suck in anything in the tube. since the out- is releaseing water slowly, it has to be the filter media and again i would change it.
i been running my ehiem pro 2 canister on my 75 for 5 years and never had blockage in the pipes, just dirty media. given i only have 3 fish in it, really doesn't sound like blockage.
