Parakeets and noise

I have a parakeet I just got about a week ago. I am a first-time parakeet owner, but my husband raised parakeets when he was younger. We have a decorative water fountain we like to turn on at night. Our bird usually does not make any noise when the fountain is on at night, but during the day when it's on she just about goes crazy. She chirps quite a bit, and when I put my hand in the cage to pet her, she flops all over the cage and won't let me touch her. My husband says she likes the sounds of the fountain, but I am not so sure. What do you guys think? :confused:

If she is ok with you handleing her during the day with the fountain shut off then yes....I think it is the fountain. Is your Parrakeet tame?
