I have two 6 1/2 month old Chihuahua puppies who are having a very difficult time being housetrained. When I first rescued them at 6 weeks, it was horrible. No matter what I did, or what method I used, they would not stop going in the house. It got to the point where I was walking them every 15 minutes when I was home. They would go outside, and then go again in the house as soon as we came in. It has improved 100%, though I find that they never seem to fully empty their bladder. For instance, last night I had taken them both out (one at a time) at 6:30. Because of the snow and the ice (I live in upstate NY), I have them out there for about 10 minutes each. Within 20 minutes of going inside, they both went to the bathroom again. I very sternly said "NO", and put them in their crate for an hour. After being let out, they did not go in the house again, though this morning the same thing happened. I have been using a mix of both crate training. and paper training, and it's just not working. I have had dogs all my life, and these are the first dogs who weren't trained within a few weeks. I am considering seeking out the help of a professional dog trainer, though I am not sure if it is needed, possibly because I am doing something wrong. If anyone had a small dog, or a large dog that had this problem, please let me know what you have done to help fix the situation. Thanks in advance..:)

First of all in this situation you have to think like a dog. Think about what you are doing. First of all do you dogs like most dogs love going outside? Even in the winter there is alot of different smells and alot of interesting things to look at even though it is missarable to us and we cannot wait to get back inside. Now I have had alot of clients that had this problem, they say they take the dog out and praise the dog after going, but if you have a dog that loves going outside what are you using for praise, most people use a treat and bring the dog back inside after going, now if you are a dog and love being outside you have realized that after doing your business your master is happy, praises you, treats you but takes you back in right away, this is not rewarding to the dog. If you think you might have this kind of dog, then I would sugges taking the dog out waiting until they go and yes if they do not crate the dog for about one hour and take back outside but when they go reward the dog with extra time outside as a reward instead of a treat!!! They will soon come to realize that the sooner they go the more time spent outside.
If this is your dogs problem. Hope I have been of some help.
