I recently rehomed two young bugies. They were three months old when I got them. My friend also got two budgies of the same age as well. All four budgies live at my house, my two in one cage and her two in another.
Is there any hope that we (or more acuratly... I) will me able to hand tame them?
We've had them over a month, and since then I've tried to spend a little while a few times a day, just talking to them, resting my hands on the side of the cage and at times in the cage.

They all still have little melt downs when I remove their covers in the am and put the cover back on at night.

From what I've read, it will be nearly impossible to hand tame them, however, I would love atleast my two to be not terrified of me.

The only thing you can really do is what you all ready are doing. You certianly don't want to be chasing them around there cage trying to get them out. Because that will take you 11 steps back from where you were. They will get used to you. It could take a couple of months, but they will get used to it!

I once had a keet that needed to be people tamed. I was not working at the time so I spent ALL DAY with him sometimes. I used to take him under a afghan with me (let in light, but kept him contained) and just talked to him, pet him (when I could) and got him used to being with me. It took some time, but it was sooooo worth it. Got so he would be on me whenever I was in the house. He ate what I ate (as well as his normal keet diet!) and had his own little toys he played with. He was such a lloving little friend, I was so devestated when my girls let him fly out the door! I tried for days and days to get him to come back home, put his cage outside, with food water, toys, mirror, but eventually he flew beyond my ability to find him. (Yes, he was full flighted - stupid me). I now have a keet, 3 tiels, a QP, a Sun Conure, and an Indian Ring Neck parakeet (which is actually a small parrot) so taking a keet into your life will probably start up a case of MBS (Multiple Bird Syndrome!) LOL Worth the investment of time and love tho. Good luck. Time, time, time, love, love, love.
