Breeding Poodles

I have a teacup male trying to breed with a slightly larger than toy size female...he's not penetrating...they have only been together about 4 or 5 days...is it too soon...for her...he's not having any problems with performance...except he is a lot shorter.
Any advice...am I pushing it, do they need more courtship time?...when is the optimal time...? Help

What is your reason for breeding your dogs? When there are millions of wonderful dogs euthanized every year because of too few homes, I don't understand adding more to the population. I know that's not what you wanted to hear, but please think about it. If someone wants a small poodle, tell them to go to the local shelter where there will likely be one up for adoption, and if not, they can put their name on a waiting list.
