I have a pekingese and he's gotten this bad habit of whinning, he's never whined before and now he does it all the time and it's driving me crazy. I can't stand his whine. If they were for a reason sure I would understand, but for no reason at all!!

If I take him outside, all he does is smell other dogs pee and that gets me extremely mad, because he doesn't do his business he smells the business of other dogs.

Is there a way to stop him from whinning? ANYTHING!!!

in what situations does he start whining? like, does he whine when you put him inside his crate?

Is he an intact male? How old. Are there female dogs that are not fixed in your house?

When did the behavior begin?

Dogs smelling pee and marking is quite common

I don't put him inside a crate.

He is 2 years old and intact.

There is a girl in the house but she's spayed.

The behavior started 2 months ago.

He cries when the window is open or for no reason. One time I just finished walking him and he did all his business and he went to the door and started whinning as if I didn't just finish walking him.

I know it's common to smell the pee and mark over it. But is it common for him to bury his head in it and lick it? I find it very disgusting and am glad he isn't a human licker.
