Does anyone have any advice regarding a dog bite, but we're not the victims, my dog bit someone...but the women provoked my dog and streched her arm over my fence.

Hi radass and welcome to the board :).
How bad was the bite?. Did the woman go to the hospital?. If she did, the hospital will have to report the dog bite to animal control... so expect a visit from them. I hope your dog is up to date on its vaccinations, especially rabies... you will need to provide medical records. They will have to quaranteen your dog for 10 days, unknown if they will let you quaranteen the dog at your home or take it. I was also bit a few months ago. I got between an altercation with my dog and my foster dog. The injury was severe and I had to go to emergency. The hospital reported it and the I was contacted by animal control... because it was my dog that bit me and he was up to date on his vaccinations, they quaranteened him at my house for 10 days.
You are in a different situation because your dog bit someone else. It will probably depend on the situation and what actually happened. Good luck to you.

Yup.... I was fostering a Great Dane and we'd had him for over a month with no problems. I had him on a lead one day... training him... when my Lab decided he was going to be boss for the day and went after the Dane. The Dane never started anything, but by golly, he was going to finish it... and I happened to get my hand in the way and the Dane almost decapitated the tip of my finger. I went to the ER holding the finger together... not a pretty sight. Because the bone on the tip was broken, I have to wear a finger brace for 3 months. I was really shocked and unprepared for the actions of my Lab... it was totally out of character for him to do that. The Dane was a wonderful dog and didn't mean to bite me.. I got in the way. He stayed with us for about two weeks after this incident until he found a wonderful forever home. I'll just be a little more careful next time ;).
