I am pretty sure by the time they are 2 weeks old they at least have fur and I think they open their eyes right around then too, but that might be at 3 weeks old. I haven't had hamsters, mice, or gerbil babies for a long time, but I do know the rat babies here at my college opened their eyes by the time they were around 2 weeks old and had fur before that. I don't know if its the same for hamsters. They should have some type of "fuzz" within a few days.

By the time they are 3 weeks old they should have fur and have their eyes open. Wait at least a week after they are born before touching them and cleaning the cage because sometimes if you mess with them to much the mom will reject them and cause harm to them.
